Legislation to resolve Puerto Rico's debt crisis is still stalled in the House as a deadline looms.  For weeks, the House Natural Resources Committee's Republican staff has been working with the Treasury Department on the legislation. But the effort has faced opposition from holders of Puerto Rico bonds who have railed against a bill on the airwaves in congressional districts, saying it amounts to a bailout. The bill had been expected this week but there has been another delay. Also, some members of Congress are vehemently against any compromise that looks like a bailout.
